You mean debian-l10n-japanese@lists.debian.org?

There are four translation coordinators listed on
http://www.debian.org/devel/website/translation_coordinators. No one is
able to commit? I strongly suggest to clean this list, maybe it's also
possible to add debian-l10n-japanese@lists.debian.org as coordinator?

If you want to continue working on the website on a regular basis you
can also request commit access for yourself. I know the last requests
where not handled as usual (are there still pending onces?) but it was
probably only a temporary problem.
