Works fine in Firefox, w3m, Konqueror, and Opera. This meta refresh
is an ancient technique that I am sure most browsers support.

Usually though, it's common practice to also add stuff to the body
like:

  You will be redirected momentarily. If you continue seeing this
  message, please [click here].

Sure, but they are not always possible.

Or does the www.debian.org site allow .htaccess files? If so, maybe
try putting the following into a .htaccess file in a directory
called gtk-frontend:

  Redirect permanent / http://wiki.debian.net/?DebianInstallerGUI
