The server can take care of it only, if the negotiation with the
browsers gives a reasonable result.
Negotiation fails, if the server cannot deliver anything the browser
will accept and there is no index.html.
For new Safari [2] I know, it asks only for de-de if the system is
set to german language. So having "AddLanguage de-de .de" and others
like that in the server configuration will help a bit. In addition
the index.en.html could be linked [1] to index.en.html as in the
main webwml tree. For pages without language chooser, I'd prefer the
AddLanguage solution, as ther will be an error showing the
alternatives, if one really has no AcceptLanguage line for english.
When I call http://www.debian.org/doc/developers-reference/ with
Safari, I get
Not Acceptable
An appropriate representation of the requested resource /doc/
developers-reference/ could not be found on this server.
Available variants:
index.en.html , type text/html, language en
index.fr.html , type text/html, language fr
[1] Some may prefer french here. But as there is no link to the
french page in the english one, they would not see the french page,
if index.html is a link to index.en.html.
[2] Safari's behaviour is not acceptable. I've written a bug report
to apple about it as there seems to be no chance to tell Safari 2.0
to accept any other language than the main system language.
