It is up to the admins of the ftp.de mirror to decide what they want to
mirror on their server. I guess they have restricted the set of mirrored
images due to size constraints.

This is because wget does not have large file support. Notice that the
actual size of the DVD image is exactly 4 GB plus 379 MB.
Try "curl -C - [URL]".
