update TLDP links

Hello,

At http://www.debian.org/doc/ I see that you are still refering to teh 
mini-HOWTOs.  They have long been included into the Singel list of HOWTOs, 
at http://www.tldp.org/HOWTO/HOWTO-INDEX/howtos.html
They still have the string "mini" in the name, however.
