Bug#284682: svn.debian.org seems to be a bit misconfigured

http://svn.debian.org/ should allow access via ViewCVS to the
repositories. However (taking the 'kernel' repository as an example):

http://svn.debian.org/viewcvs/kernel is a 404
http://svn.debian.org/svn/kernel/ shows the internal structure of the
repository, instead of the subversion-generated page.
