webwml cron job lasts for hours

Hi,
it seems like the wml part of the build process is doing a complete rebuild
of all the pages instead of only the new/modified ones. This lasts for
several hours (currently, wml has been running for eleven hours and isn't
finished yet).
I noticed this yesterday and guessed that it might be triggered by the
addition of the ukranian directory. However, wml is doing the complete
rebuilt again today, so I thought to bring this up.
Is this intended behaviour? If not, is someone of the webmasters already
aware of this or investigating the issue?
Cheers,
