Update for devel/website/working.wml

Hi,

to encourage people working on the website to make more use of the 
smartchange.pl script, I suggest to add a small explaining text to the 
description. Please see the attached patch for this.

If no one objects, I would commit this in a few days. In the meantime, 
comments and suggestions are welcome.
