Bug#266324: suggestion: add links at /vote

Package: www.debian.org
Severity: wishlist

The Debian voting system uses the Condorcet voting system.
Reading the results of votes is quite hard for a novice.
I suggest to add the following text to http://www.debian.org/vote/:

<p>The Standard Resolution Procedure, which involves voting, is
described in appendix A of the
<a href="http://www.debian.org/devel/constitution";>Debian Constitution</a>.
For more information how to read the beat matrix, which is published as the
outcome of votes, you may look at this
<a href="http://www.electionmethods.org/CondorcetEx.htm";>example</a> of the
<a href="http://en.wikipedia.org/wiki/Condorcet_method";>Condorcet voting system</a>.
</p>
