access problem with server in Spain

Hello,

I'm writing to inform about a possible configuration error at the web server 
in Spain.
When trying to read developers documentation (Debian Policy Manual, 
Developer's Reference and others) it says 

"You don't have permission to access /doc/developers-reference/ on this 
server.

Apache/1.3.26 Server at www.es.debian.org Port 80"

while this permission is not restricted in the servers in United States or 
France.
