 Different module -- different access permissions.

 Yes. Frank Lichtenheld is working on it (who rewrote the packages
scripts mostly complete after the compromise anyway), though the problem
currently is that locale doesn't work on gluck and thus hindering that
developement. From what I've understood the ball is with the debian
admin team, there are some incompatibilities with security patches in
the kernel and locale.
