I believe I attended some but then again they might have been eaten up by
spamassasin. In any case, you can send build failures to
debian-l10n-spanish better.

Actually I believe it's best to warn about "too out of date" translations.

That's what's wrong in your reasoning, translators are currently overloaded
with work since "volunteer" work for translations includes: debconf
templates, d-i templates and manuals, ddp manuals, po files from programs,
web pages and some other material [1]

A reminder once a month is a good thing to do IMHO. It might also encourage
people that do not dedicate work to updating some content to take care of
it if others in the translation team are not capable of doing it
themselves. Sending that info to the appropiate l10n list can also help
avoiding "single point of failure" than translation coordinators tend to
be.
