Adding ispell and wordlist policy reference in developers corner

Hi all,

New policy for ispell dictionaries and wordlists is already official in 
Debian and it would be a good thing to have an entry for it at the 
developers

   http://www.debian.org/devel/index.en.html

www page. Somethink like

New policy last draft is always available at

   http://dict-common.sourceforge.net/

while the not so last draft is available at the dictionaries-common-dev 
package.

If you agree with including this reference, what is the best way to get 
it done?
