I was referring to the fact you need to run make install-locale before
everything else... so on a clean tree, doing 'make index.hr.html' will
fail with

make: *** No rule to make target `../locale/hr/LC_MESSAGES/templates.mo', needed by `index.hr.html'.  Stop.

I guess we can live with that little shortcoming, but it has to be documented.
