This is in most case a problem in the configuration of your webbrowser.
Debian website uses content negotiation and severs you with the language
you request. Please take a look at
<http://www.ru.debian.org/intro/cn.ru.html> (or the english original --
the translation is unforunately outdated) for information how you can
tweak your favorite browser to server you with the correct language you
desire.
