speeding up build by eliminating redundant compiles

Hi,

Can we make WML somehow cache the full header and footer of pages instead of
generating it from individual templates?

I would think that just substituting the current date and time on the
finished 3 KB of HTML would save us a couple of seconds per each dozen of
similar files.

I'm asking because full WML rebuilds take more than 6 hours on www-master
since a few months ago. :(
