the package website should mention the Name with email address and the
URL of the homepage. It would help the user with more infos about the
package (example: mailinglists, help,...)

It mentions the maintainer's name and email. The maintainer is the primary
contact person for the package. As for the URL, see the bugs filed on the
general package (or developers-reference now?).
