This was intentional, because you might want to export it via NFS and
compile it in another machine. Unlikely, but possible. In either case
pine4-src does not exist anymore in woody.
For woody please install pine-tracker and read
/usr/share/doc/pine-tracker/README.
You need libncurses5-dev, libldap2-dev and libssl-dev, as stated in
the Build-Depends field in the debian/control file. This is the
standard way for Debian source packages to specify build-dependencies.

This should be a problem in the www.debian.org package, which I do not control.
