Well, this may be poor English wording, improvements are welcome :)
What I had in mind is that dbs suck when dealing with automatic extraction
of files, because there is no way to get them without building the package.

Without this sentence, some people would file bugreports because a given
package is already i18n-ed, but w.d.o/intl/l10n/ tells it is not.
So I am willing to acknowledge that i18n detection could fail under some
circumstances, e.g. with packages in dbs format.
