I fixed it, somewhat. It the timestamping (dependencies) stuff is a bit too
enthusiastic now so it installs more often than necessary, but that's a
minor issue that I can look at later.

I don't know. wmlfiles{.old,} don't differ. Maybe this happened due to the
fact the build has been slowing down recently, a full rebuild doesn't finish
within six hours? Then again, maybe not...
