Feel free to reuse things (license is at
<URL:http://www.debian.org/license>). Source code is publicly
available via CVS, you can read instructions at
<URL:http://www.debian.org/devel/website/>. Instructions are, of
course, designed for Debian developers, who are building Debian's web
site, but there should be all information available you need too.
