Bug#104329: lists.debian.org/index.html is too large and growing

I think everyone agrees with this idea, and has for a long time. It's just
that it would be better if we moved each "listname-YYMM" directory to
"listname/YYYYMM" and then have index.html in the "listname/" directory.
However, such an reorganization would take some work, and also nobody is
brave enough :) We'll need to get it done, eventually, it's getting out of
hand.
