That's because they're SUPPOSED to blindly copy the English Makefile.
Whoever wrote the English Makefile caused the error, not the translators.

Can't you make a test, like, ifneq "$(wildcard vcard.$(LANGUAGE).blah)" ""?
(This is just a wild guess, I haven't bothered to actually look at the file :)
