Why?  Just copy it over into the language dir and translate it.
I'm not sure it would be good fiddling with slices, wml <if <not,
and quotes and spaces.  To be honest, I'm not sure if the result
will be what I would expect.

Also it would imply that translaters have to translate english/template/*
$language/* *and english/ports/*/somefiles.  I guess it's easier
if they only copy the file around.  However, adding new entries
will leave them out in translations.

I can take a look at it later, though.
