Unfortunately this is exactly true. See dsa-050.data for example:

<define-tag isvulnerable>yes</define-tag> <-------- to be translated
<define-tag fixed>yes</define-tag> <-------- to be translated
If it will always be yes/no, we could make it use <yes> and <no>
and translate these tags.

Highly appreciated. Not having touched the security pages before
