I believe you're thinking of Bugs/otherpages.inc and Bugs/footer.inc.
You can put the translation-check header in there, but then the user would
see the out-of-date warning at the end of the page (which is where those
files are included), which wouldn't quite look good.
Considering those files shouldn't change often (if not ever), I guess it's
safe to skip translation-check header in them. If you really want, use
<!--translation: x.y--> or whatever's the syntax, but AFAIR check_trans.pl
doesn't check files that aren't *.wml for that tag anyway :)
