Aside the fact Netscape Navigator is one of the predominantly used browsers,
I must point out that the <p><li> hack works in several other browsers, I
tried it in Mozilla Navigator, links and w3m. OTOH lynx ignores it.

So at least for some users the hack helped display the page better, for some
it didn't. The same thing would happen if we used CSS, some users would see
it better, some wouldn't.

(I hope no browser chokes or does something silly parsing stuff it can't
handle...)
