some obsolete translation files

Hi,

Here's the list of some cruft in the web site:

japanese/devel/mirror.wml

  This file moved to /mirror/index.wml if I'm not mistaken.

italian/devel/help.wml
japanese/devel/help.wml

  This file moved to devel/join/index.wml.

french/devel/release_info.wml
japanese/devel/release_info.wml

  This file was abandoned, it should be safe to just delete it.

french/todo.wml
korean/todo.wml

  This file moved to devel/website/todo.wml, but I guess you should just
  delete it since the TODO list doesn't really need translation.

chinese/devel/HOWTO_translate.wml
chinese/devel/HOWTO_work.on.website.wml
french/devel/HOWTO_translate.wml
french/devel/HOWTO_work.on.website.wml
japanese/devel/HOWTO_translate.wml
japanese/devel/HOWTO_work.on.website.wml
russian/devel/HOWTO_work.on.website.wml

  These files need to be split apart and placed in a new subdirectory
  /devel/website/.
