If you are using german language and follow the link from the main-page
to the installation instructions you find nothing. The links, that are
on the english version are missing in the german page.

Cannot reproduce. Set my browser to prefer German. The link from the
top page leads to
<URL:http://www.debian.org/releases/stable/#new-inst>, from which I
can click on <URL:http://www.debian.org/releases/stable/i386/install>
and get German install instructions.
