Please change the page international/index.wml 

For now, it is written :

| a Debian user mailing list for your language. Requests of this nature
| should be sent to

I think it could be changed according to devel/index.wml, which states:
| <LI>How to <A HREF="HOWTO_start_list">request a new mailing list</A>.

(so, the new link should be ../devel/HOWTO_start_list)
