It's only advertised in the translators information on the website, but
you can access the source by visiting http://cvs.debian.org/webwml
or using cvs directly with:
cvs -d :pserver:anonymous@cvs.debian.org:/cvs/webwml login
cvs -d :pserver:anonymous@cvs.debian.org:/cvs/webwml checkout webwml/
