SPI template

Since the SPI pages are in the same repository as the Debian pages, I
thought that this would be the correct place to comment on them. If not,
please tell me where to go... :)

Anyway, I've been a bit annoyed on the way the SPI main page links back to
the home page, with a href to "." on the main page and ".." on subpages. So,
I added a slash in the template, but I didn't check it in, because I thought
I'd better ask before changing such things.

Also, the SPI page refers with a <font> tag to "Arial" etc., and this was
changed on the Debian main page some time ago to be configurable for
non-Latin languages that don't use the Arial font. This ought to be changed
on SPI's template as well.

(Well, personally I prefer not to use <font> tags anyway, and usually have
support for them turned off in my browser, but anyway...)
