NO!

isdnutils 3.0 WILL work with older kernel ISDN versions! I have taken
pains to ensure this! If you have encountered any problems with isdnutils
3.0 with 2.0.35 or 2.2.x, please take this up with me to work it out; with
my tests there was no problem at all besides iprofd (which no one really
uses AFAIK, and which can be worked around if necessary).

No, this is not necessary, and will only needlessly pollute the
package space, not to mention confuse the hell out of many people.
Note also there never was an isdnutils 2.2 / isdn4k-utils 2.2 (it
stuck at 2.1-betaX).
