recent_list.wml

I've copied the script recent_news.wml that produced the News/<year>/index
pages and the mini list in the main index page and called it recent_list.wml. 
This routineadds the ability to use descriptions and different list type..

either <UL> <OL>  <DL>  or .. well... nothing.  From the little testing I"ve
done, it's backward compatible with recent_news.wml, drop in.  Although, I"m
not sure what wml will do since I added a variable and if that variable isn't
defined in the function call.  Hopefully it is cleared in which case the
default value takes effect.

I'll document it's use soon.
