All the pages that are maintained by multiple people should
already be using RCS. If people want to switch to CVS, that's
fine by me. Personally, I found RCS to be a pain in the neck so
didn't bother using it when I was the sole maintainer of a page
(I have copies at home and often scp pages to master).
