/debian on ftp sites

To date, we have requested that official Debian ftp sites have a
soft link from / to the actual archive so that people can access
Debian by http://ftp.<country>.debian.org/debian

A few potential sites have complained about this. Also, the link
dissapears from some sites occassionally.

I like the idea that of having consistency between all the sites,
but are we asking too much?
