new document on the website

Hi Everyone,

Season's greetings to you all :)

There is a new document [1] on the Debian Women website, linked to from the 
FAQ - IRC section.  It's basically a more detailed policy for appropriate 
behaviour on the IRC channel.  It outlines the kinds of things we'd most 
like to see happening on the channel.  This document was reached as a result 
of detailed discussions and much thought on some current issues of concern.

Thanks very much to those who helped to work it out.  Your ideas and efforts 
are appreciated.
