Simulavr++ is -- as simulavr an Simulator for AVR Microcontrollers. 
The Packacke is indeed based on simulavr, but its (being) ported to C++. 
But the main reason for the RFP is, the enhanced feature of simulavr++:
It can be used to simulate external pheripheral for the AVR MCU, which really burst the usability.
