It was a second to get Manoj's amendment on the ballot *if* Frederik's
proposal went to the vote. I haven't reviewed it to see if I think
Manoj's text alone on a ballot does more good than harm - I'm a bit
busy blatting back bizarre copyright liability claims now :-/
