I disagree. The DPL is not automatically responsible for every
communication problem in the project. That does not scale well at all.

It is my desire that the social awareness within the project reaches a
level where developers are able to help each other when ever they
notice that this is required.

With that the rest of this question becomes an exercise of "HowTo
deescalate situations in Debian".

I would try to learn more about the situation.
- Do the people involved have a history of acting special?
- Have they engaged in conflict of this kind before?
- Is there a known cause outside the current situation for the involved
  parties to react aggressive? 

Depending on those findings I would try to decide how to proceed. 

Usually it helps to move the setting to a higher-bandwidth medium,
like phone or a face to face meeting.
