Then you can add a panel plugin to switch layouts quickly. It is provided by the package:
xfce4-xkb-pluginand can be added by right clicking on the panel you want to add it to, Panel > Add New Items select the plugin called "Keyboard Layouts" you will see a flag representing the layout currently in use.
