Is there anyone know how to test PPS (packet per second) of a nic?
I tried to googled it, only found how to test the bandwidth using
iperf or netperf. None found for PPS.

Any hint are welcome.

I could see packets per second in "bwm-ng" console.  After starting bwm-ng, type 'u' a couple of times, it shown packet per second also.
Also try to change the Maximum Segment Size of TCP to try out different sizes.
