Suddenly skype is working fine!  The skype sound devices mic default
setting appears to have been changed by sound recorder or some other
application.  Initial attempts to try all skype sound devices mic
options failed, yet now manually setting it back to Default fixes the
problem.  Hopefully posting this will help someone else.
