Thank you, Liam, this is exactly what I need.

I have a question about /etc/init.d/console-screen.sh script, it seems
that it calls setterm only for the current virtual console at boot time,
i.e. /dev/tty1. If after reboot I switch to say virtual console #2, will
the blanking happened ? In other terms, does the blanking option
BLANK_TIME in /etc/console-tools/config really apply to all virtual
consoles ?
