It is, indeed.

To elaborate: It is not possible to partition a floppy using
the standard formats used today. CP/M *did* allow one to
partition floppies. I'm not claiming that it is physically
impossible. I'm saying it's not possible using the FAT
file system used today on floppies. Any given floppy can only have
one file system on it using this format.
