mjpegtools + toolame + vcdimager to make them.
Some of the programs cited above can be grabbed from Christian Marillat's

I don't know, but then, I am not afraid of using a terminal and, in fact, I
prefer to use it (but I am not opposed to the idea of having something
where I can fine-tune the parameters used for compression).
I have modified the script that comes with mplayer to make VCD's so that it
works with current mplayer (1.0pre7, if I am not mistaken) and all that it
takes is something like the following command line:
mencvcd dt -a 2 -noburn -toolame -svcdout -tvnorm n -vfr 4 dt.avi
Not really that complicated, once you learn what the parameters are. All
that it takes is a *lot* of time, especially if you don't have a fast
Hope this helps, Rogério.
