Exactly. They're happy with PS/PDF for the submission/review phase, but
when it comes to sending the final product they want something they can
edit.  And that means Word/RTF unless they have a smart production person
who knows *TeX.

Same here - most sociology journals will take only Word/RTF, or plain text
in a pinch.  I was pleasantly surprised with _Political Psychology_, which
did a good job with my LaTeX source.
