Thanks for the suggestion, but at first glance the documentation for
nut wasn't as clear as for apcupsd. I decided to seek help on the
apcupsd support forum - and with success!

It was indeed an error in apcupsd, but it was already corrected in the
development version, which you can get from CVS (and will become
3.10.17). I've downloaded, compiled and tested it - now the UPS goes
into hibernation instead of shutting down completely, and wakes up
when the power returns.
