I'd pick fwbuilder any day of the week and twice on Sunday.

fwbuilder-pf - OpenBSD pf policy compiler for Firewall Builder
libfwbuilder5 - Firewall Builder API library

Those are what I have installed, because I consult, and have all three
type of Firewalls to deal with. I also have a PIC Firewall policy
compiler. (I wrote it and it is Rude and Crude, but seems to work)
