With kernel 2.4, it's just a matter of editing /etc/modutils/aliases
and adding or changing the line for 'net-pf-10':

  alias net-pf-10 off

and then of course run 'update-modules'.  I think you can do the
same for kernel 2.6, except that the file in question is
/etc/modprobe.d/aliases .

Note that if the 'ipv6' module is already loaded, you'll have to
reboot.  Last I heard, the ipv6 module is deliberately configured to be
impossible to unload.
